Traffic Electronic Detection Systems (EDS)

 

 

Traffic Electronic Detection Systems (EDS) is a business in which the General Directorate of Security is in charge of the work of the General Directorate of Security and this work is included in the Article 16 of the Highway Traffic Law No 2918 as a construction work. In this context, the Municipalities perform the installation, assembly and commissioning of these systems; Minimum 5 years Maximum 25 years with delivery of the system to the Security Units maintenance, repair and operation services. The municipality will receive a 30% share from the penalties incurred until the cost of investment is achieved, after cost of investment achieved, the share decreases to 15%. If the municipalities have their own budget, the municipalities operate it themselves. If the municipality does not have a budget, it goes to the tender without making any payment and 30%-15% share is distributed between municipality and the contractor with a model similar to Build-Operate-Transfer (BOT) model. This business is not a Public-Private-Partnership (PPP) model.

 

Our main objectives are;

• Performing necessary actions such as purchasing consultation,

• Collection necessary information and documentation,

• New company establishment activities,

• Installation and modernization of EDS systems (if necessary),

• Operating and maintaining efficient operation of purchased EDS locations.

• Establishing connections and relations between the investor and Location sellers.

• Providing good relations between Public Authorities and the investor.

 

There are total 62 EDS locations in Turkey, currently 30 of them are installed and being operated, others will be opened in a short time. 11 of these 62 locations are operated by the Municipalities themselves. In the remaining 51 locations, 45 of them are in our purchasing list.

 

The summary of this work is actually the getting EDS contracts from the current operators. At present, for 45 locations, total cost is 685.000.000 TL. In addition to this cost, and investment around 100.000.000 TL should be considered for company establishment, general costs of company should be covered in order to maintain sustainability until the EDS income starts to flow in (this period is around 6 Months). Thus, total of 785.000.000-TL ₺ (approx. 110.000.000-USD $ / 100.000.000-EURO €) initial investment should be considered. According to the 30%-15% share of the proposed structure, the investment is recovered roughly in 24-36 months (including taxes). The remaining 7-8 years are considered as income. In Turkey or in any other countries at the moment no business model with such high ROI. IRR is 32%
